I N T R O D U C T I O N

Citizens of City-17 reside under the governance of the Universal Union in the aftermath of the Seven-Hour War. Following this event, survivors were relocated to urban centers around Earth, provided with housing units, and presented with new work opportunities before being integrated as citizens into the Universal Union. The establishment of local civil legislation and order is essential to maintain control and uphold sociostability.

Citizens are bound by the obligation to pledge allegiance exclusively to the Universal Union and its subsidiaries, refraining from any behaviors that contradict the values of a civilized community. Instances of irregular or disruptive conduct may result in re-education administered by a rank member of the Combine Civil Authority.

Rank members of the Combine Civil Authority bear the responsibility of enforcing civilian regulations to maintain control and stability across every sector of the city. Protection units wield authority over all citizens at any given time, granting them the right to re-educate citizens in the event of witnessing anti-civil activity.
