I N T R O D U C T I O N

The Universal Union is a multidimensional empire, with an unrelenting force of conquest. The Universal Union assimilates the best biological and technological aspects of the worlds it occupies. After the events of the Black Mesa incident, during which humans experimented with teleportation, the Universal Union was able to traverse dimensional barriers to lay siege on Earth. The Universal Union conquered the planet in seven hours, forcing humanitarian governments to surrender. In search of the human local teleportation technology that began this crisis, the Universal Union drains Earth of its natural resources and enslaves humanity.

The remaining human population is corralled in designated urban centers identified by numerical values. The capital of Earth is known as City-17, and the citadel that looms over City-17 is a constant reminder of the Universal Union's omnipresence.

Civil Protection and Overwatch are executive branches established to ensure the safety and control of Earth's remaining urban centers. The Combine Civil Authority is the most expansive subsidiary branch and organization under the Civil Protection.
